Depends on your location. In Indiana, a "master" meter installation is not permitted without prior approval in order that each tenant would be required to pay for their own power usage. As far as the NEC is concerned, the single service is fine and you may split our a feeder to each building in accordance with 25.30.

a fair number of places around here buy power from the utility and resell it to tenants.

We don't care a lot except that if you don't pay for it, you don't care about it. The IURC ([FONT=TimesNewRoman,Italic]Indiana Utility Regulatory Commission) requires this on page 20 of their order that we are required to follow. :smile:
