ENT article 362

A residence that I am working on will have "step lights". Trying to use PVC would be extremely difficult (if possible at all). Is it permissible to lay the ENT down on the fill for these steps, before any steel is put down (I would not consider this being being direct earth burial. :?

Are you referring to install like this?
Looks okay to me.

(6) Encased in poured concrete, or embedded in a concrete
slab on grade where ENT is placed on sand or approved
screenings, provided fittings identified for this
purpose are used for connections.
