ENT Installation Question

I have a question concerning the application of ENT. I have installed ENT embedded in concrete which is beneath a water feature.

[FONT=&quot]The inspector is questioning this application because he feels that the water feature will weep water through 4" poured-in-place concrete.

[FONT=&quot]He is questioning the use of ENT, however the manufacturer "Carlon" states that ENT is permitted in wet locations. The Electrical Code 680.10 doesn't say it can not be used.

[FONT=&quot]Is this an acceptable installation and what article in the NEC would state this?

Does the ENT specialist say anything about embedded in concrete? The wet location part by itself is OK.

362.10(6) Encased in poured concrete, or embedded in a concrete
slab on grade where ENT is placed on sand or approved
screenings, provided fittings identified for this
purpose are used for connections.
