ENT prewired

My company has been pre-wiring ENT offsite. We then install the prewired ENT between the installed ,(nailed down to deck), plastic Kwik-kon j-boxes after the rebar is installed. When we called for a inspection, the inspector said that ithe installation is in violation of the NEC 362. Prewired ENT without the UL listing. I called Carlon and they dont have a UL for prewired ENT, is this right? Article 362.100 allows prewired ent as a manufactured assy. Would this apply? Do I need a UL approval to prewire the ENT before its connected into the box?
 
This is also a violation of 300.18(A)
(A) Complete runs. Raceways, other than busways or exposed raceways having hinged or removable covers, shall be installed complete between outlet, junction, or spliceing points prior to the installation of conductors. Where required to facilitate the installation of utilization equipment, the raceway shall be permitted to be initially installed without a terminating connection at the equipment. Prewired raceway assemblies shall be permitted only where specifically permitted in this code for the applicable wiring method.

I don't see any code section in article 362 that allows you to prewire ENT in the field.

362.100 is dealing with the manufactures construction specifications.

Referring to 362.120, second paragraph...

Did your preassembly guys forget to put on the tags/labels? :D

I don't see any mention in A362 that a prewired assembly has to be listed.

[EDIT] Don't forget to ship the assemblies to the jobsite in a carton... properly labeled of course :D
