When entering the top of outside trough is it code to use those plastic washers instead of a hub?

By plastic washers are you referring to the washers on seal tight fittings?

Edit to add: I agree with SEO...Myers hub it and be done with it.

What are those plastic washers? A Myers type hub works well.

Carlon sells sealing washers, they look like the ones that come on some LFMC connectors.

I do agree Myers hubs work fine but so does the sealing washer for 1/20th of the price.

I've never seen one of the lock nuts before, but in a place where rain will cause the same reaction as a solar eclispe used to in the middle ages. I don't see a lot of things that you guys in the east do.

We use sealing locknuts aplenty here in the west too!:D

What do your contractors typically use instead when they enter enclosures above the terminations?

My standard is myers hubs when entering the top. For the sides above terminations, sealing locknuts.
