Are any penetrations through the sheet metal of a residential entrance panel allowed per NEC? Specifically the interior section of the enclosure door assembly - the metal surface that comes in contact with the circuit breaker housing).
 
I'm going to say NO. Your typical Residential panel comes pre punched for knock outs where the manufacturer intends for your entries. Then you mention the panel door, that would be a BIG NO. If one were to enter thru the door how would you make your connections ? Or maybe you mean something else by "enclosure door assembly"
 
I'm not saying it's right but I have seen many panel that got ko s put in them in the sides because of meter location. Also in the back because the grade outside was much lower than the foundation inside.

I think it s bit sticky. On one hand there is 110.3(B). On the other hand consider that there are only panelboards - no such thing as a loadcenter, residential panel, etc. A panelboard is mounted in a cabinet. Of course we can modify cabinets, most larger ones dont have any holes at all. Does a prepunched cabinet come with some sort of presumption that we are or must only going to use the prepunched holes? Sounds like a big stretch to me. Sounds like you may be proposing doing something strange though.......
