Entrance to Working Space

My question is specific to the entrance or exit requirements for an electrical room - Article 110.26(C)(1) & (2). Is the requirement for the door opening in the direction of egress and being equipped with panic bars specific to Large Equipment? Large equipment being 1200 amps or more and over 6' wide. Or do you need panic hardware on all rooms with electrical panels - such as a storage room with a 225 amp branch panel?

I was wondering what the code means by unobstructed exit. I'm referring to 110.26C(2)
