I have an issue with a customer request who wants an additional wall mounted light pack. First, the existing wall pack was plumbed before the concrete was poured. The customer wants to add an additional wall pack with externally mounted conduit, punching into the existing wall pack where there is no existing hub or knock out. My thought it is an UL issue but no idea what UL rule would apply and if there is an associated NEC section. Some help here please . . .

Anytime you "punch/cut/drill" a field conduit entrance the integrity of the enclosure is suspect as possibly invalidating the UL Listing. It is up to the AHJ to approve all "non-manufacturer supplied" conduit entrances and to ask UL for guidance if necessary.

If the manufacturer has provided specific conduit entrance areas then they must be used (i.e. a terminal box in an A/C unit) or the UL Listing is invalidated. This is to prevent conductors being run through inappropiate locations in the equipment.
