A little late here, but:

NEC 514.11(B) calls for the E-stop to be no more than 100' from the dispensers and references NFPA 30A: 6.7.1.

That says:
At attended motor fuel dispensing facilities, the devices or disconnects shall be readily accessible to the attendant.

At a typical gas station, that usually means an E-stop outside and inside by the cashier.
 
The only places I've seen around here with an outside stop are places that have 24 hour gas but the store is closed overnight.

I have seen some that had to put in an outside stop when they made decision to have 24 hour gas.

When our local inspectors started looking at the within 100', often the E-stop inside did not meet the requirement.
