EPSS Testing

We have five 1200kw generators (four in the same room, one two room away) that supply emergency power to two hospitals. The two hospitals are about 1500 feet apart (at the closet point), we have 57 ATS between the two hospitals, and 14 of them have to be transferred manually

I have been performing monthly generator and ATS testing for 22 years now.
There have always been at lese two electricians per hospital present to watch the generators and take the readings, in each building.
I am now being told to help reduce cost, that only one electrician will be doing the monthly testing.

I have looked in NFPA 70, ARTICLE 517 Health Care Facilities, ARTICLE 700 Emergency Systems, NFPA 99, Standard for Health Care Facilities and 70E, Standard for Electrical Safety in the Workplace, and I looked in Mike?s Holt?s Backup Power Systems textbook.
I was unable to find anything that tells me about the number of people who must be present during a test.

I have been told that I must give a code or a safety requirement that spells out that there has to be more then one trained person (electrician) to be present during the test.

Can some one please tell me if there is a code that states that two trained persons must be present during a test?
 
I doubt you find anything that specifies this exact detail, however you may want to try looking in Chapter 8 of the NFPA 110 and look into AHCA regulations as well...

How many electricians are present when you have an unscheduled power outage?

The system should be designed to operate automatically and if properly maintained between test this should not be a major issue.

While I agree more hands on deck to monitor any test is a prefer ed method, but there is no reason why one person that is diligent can not perform this test.
