One set of plans says 4 600 kcm. One says 4 600 kcm w-3/0 equip gnd. all under ground in pvc. from transformer to main disconnects. Which is right?
 
If it is service conductors the equipment grounding conductor is not required.

If it is separately derived system more information is needed - it could possibly be either way.

They are going from the secondary of the transformer to the switch gear so they are service conductors. The print says to run an equipment gnd.. Would it be a violation to have this bonded to the grounded conductor at both ends:?

Not necessarily. With some large commercial and industrial properties, the service ends at a high-voltage distribution point and the transformer with it's primary and secondary conductors are customer owned and/or maintained. That would make the install a SDS and not a service.

It's a school and the primary is utility owned.
 
Then I agree. No equipment ground required and, depending on how it's connected, possibly a violation of 310.4
