What is the minimum equipment grounding conductor size for a submersible pump in a very large fountain? How do I know when to apply 682 vs. 680.50?

In either case 250.122, looks like #12

The pump is only 1hp at 208V, 3 Phase. The pump is furnished with a 4 conductor #14 cable.

The cable is most likely part of the pump it will splice onto the 20A circuit
