Equipment grounding conductors

When upgrading a residential service, frequently the equipment grounding conductors are too short. Would it be code compliant to wire nut two #14's to one short length of #10 inside the panel to reach the grounding bus?

Off hand I can't see anything wrong with taking the two short 14s and adding a piece of 10 to them to reach the ground bar

I don't see why he couldn't add a piece of #14 to 2 or even more #14 grounding conductors and take it to the bus.

There is some section of the Code that allows a splice in a panel. It is written backward: You can not spice in a panel unless there is less than 70% wire fill. Does any body know this reference?
There is a logic to not needing a #10 wire since faults do not happen simultaneously. Thus, in a conduit, the grounding conductor is sized by the largest conductor in the conduit.
