Equipment Grounding Condutor Seperated from Cable

Need Help.

I have a contractor that has run paralell multiconductor feeders underground but has run the Equipment grounding conductors in a seperate conduit. I believe you can run seperate Equipment Grounding conductor for Direct Current, or you can run up to 6 feet outside the conduit for Alternating Current such as to a motor etc.. Can you help on this question please.

Sounds like a violation of 300.3(B) to me.
