Equipment grounding required or not

Hi, I have 1000A pull box that receives latheral and, from that bull box a feeder runs to a residential meter-bank (into its 400A pull section) by 2" EMT, (3) 500 MCM NO EQUIPM. GRNG. I do not need equipm. grounding right???????
 
When you say lateral, that implies service lateral from POCO. If that is the case, then the feeder is just a continuation of the service wiring, which would not require an EGC pulled.
But you have not given enough information to conclusively establish that you are talking about service wires, and it is critical to know for sure where the service point designated by POCO is in this picture.
Usually they will tell you exactly what to install if the wires you put in are on their side of the service demarcation.
 
If it is a feeder than it needs an equipment grounding conductor however if you are using emt than the conduit itself can be used as the equipment grounding conductor.
