equipment grounding ???

I am installing okinite multi conductor cable on an industrial site. This cable uses three smaller bare grounds to make one ground equal to the correct size. I prefer to not have bare grounds in a panel. My question is, does the code require me to use the grounds provided or can I cut these grounds off and re-identify another wire as a ground, per article 250-119 B?
If you can, please provide code article's to support your claim.

As far as code, 110.3 (B) listed use. Cutting off any wiring that the manufacturer instructions require/intended to be used would violate it's listing. That said if you are installing cable for a utility (industrial site) the NEC does not apply, see 90.1 (B)(5). Although you don't perfer it, code allows ground wires to be bare. {Codes are from the 2005 NEC}
 
There is no listing issue in not using a conductor in a cable, but why would you be installing a cable that has an extra full sized conductor? Seems to be a waste of resources to me. You can always make a connection to the bare conductors with an insulated one at the point where the cable enters the enclosure. I really don't see an issue with the bare conductors in the panel. They really don't tend to move around much on their own after you install them and you should not be installing them with the panel energized, so I just don't see a problem.
