In general the EMT or metallic raceway can be considered an effective ground, however certain applications call for an insulated copper EGC (critical Care areas, etc).
I guess it depends on your application.
A ground screw would not necessarily be needed if you are running metallic raceway. Where are you planning to bond the bushing to-- from the pipe to the box???? If yes, you still need the ground screw. I don't believe a bonding bushing is an alternative to a ground screw--- they serve different purposes.
