Equipment inside a distribution panel

I'm thinking its not allowed to install equipment (such as a surge arrestor) inside a panelboard, but I can't find a NEC reference for it.
 
So its allowed to hang a surge protector by its leads off a breaker and leave it dangling inside the panel?
As stated, you won't find something that is not there...

However, an installation as described will likely be attributed to workmanship, instructions, and approval... all in Article 110.
 
I see this pretty frequently. These are typically mounted by an integral 1/2" nipple and locknut. I've just looked at several manufacturers installation instructions and they don't mention mounting at all. So this would mean its permitted?

I'd think the nipple and locknut is an explicit indication of how to mount... no instruction required.
 
I think it is an explicit indication of ONE way to mount it.
I agree with you if the "device" has other readily identifiable means to mount it, such as screw mounting tabs/holes, brackets, etc. Short of that, I'll respectfully disagree. ;)
