Equipment Platforms, receptacles and equipment

My definition of an equipment platform, in this case, is an isolated structure in a commercial building, located above the ceiling, accessible through an access hole or ceiling tile using a ladder, and used to install air handling or other HVAC equipment. One can crawl through the hole and stand on platform and service the equipment. Does this platform require a service receptacle according to NEC-210.63?
 
It's not the platform that requires the receptacle. It's the HVAC equipment that requires the receptacle. That is a small distinction, so my answer is yes.
