equipment protruding beyond panel front

I recall (though can't find, yet) an article of the code that permits, say, an aux. gutter to extend beyond the panel face several inches. I am looking for this section, and wondering if it applies to conduits as well.
Recently several slabbed conduits emerged to enter a panelboard. The wall on which the panel was to be mounted got moved back 4 inches. Needless to say, the emerging conduits had to be offset back and are still several inches in front of the panel where they emerge from the floor. :eek:

That might look just as good, though there is a 2 1/2 incher with 3--1/2 inchers in front of it. However, those LB's would still be beyond the panel front.
It is not my intention to use a trough, only to find the code section that talks about related equipment extending beyond the front.
