Yes. Think about how many job specs have called for HD (disconnects which normally have a 600V rating) on a project that has a 208Y/120 distribution system.

When is the last time you used individual conductors like THHN and TW that were 300V rated instead of 600V?
Actually what you are questioning is common for larger panels (i.e. Schneider Electric "I-Line" panels).
This type of equipment is listed with its maximum voltage.
