Equipotential Bond Wire for a Pool

There is a little confusion over what is the proper depth of the bond wire going around the swimming pool. The way I read is that it may be in the concrete. Is this correct?

If you are talking about the alternate method it may be within or 4" to 6" below the sub surface

It is the alternate method which is the 1 bond going all the way around. But what I am confused about is if you read the code and explanation in handbook it states that wire may be in the concrete.

I guess that would be within the surface ,, what I don't understand is why,.. if pavers are used,.. would you need to be 4"/6" below the sub grade
