equipotential bonding grid

Is the wire mesh used in concrete sidewalks for reinforcing acceptable as the equipotential bonding grid required in NEC 680.26(C) ? (extends 3' beyond the walls of a steel paneled inground pool) This pool is being installed in West Virginia.
 
In my opinion it is a judgement call by the AHJ. The code refers to "structural reinforcing steel", which sounds like rebar to me. I would still pass conductive wire mesh though.
 
I agree with Ryan. Let me add that while art. 680 refers to structural reinforcing steel, 250.52(A)(3) mentions steel reinforcing bars or rods. So, IMO, the wire mesh is acceptable.
