680.26B2b4 requires the #8 cu conductor to be 18”-24” from the inside wall of the pool. Would the conductor being 12” from the inside wall of the pool change the effectiveness of the halo ground?

Yes, it could. The main difference I see is that it would be easier to step across the equipotential zone and thus be exposed to a high step potential from the pool potential to the earth potential outside the halo.

Is this a significant difference? Great minds differ on the subject. But the Code cares.
