equipotential grounding in all patient care areas question and how it is done?

I'm dealing with a patient care facility and below based on Florida code FBC. 451.3.10.4 is a requirement that i need a clarification on in patient rooms. I'm a little confused on how to accomplish this? Does this mean that hospital grade type receptacle is required and does that cover it? Or does every patient room require a grounding busbar. Any clarifiaction on this would be appreciated in the (patient areas) and not at service location. Thank you

There shall be documentation for equipotential grounding in all patient care areas, building service ground electrode systems, and special systems such as fire alarm, nurse call, paging, generator, emergency power and breaker coordination.

You need to get a copy of NFPA 99 if this is a healthcare facility. I would start with article 517 in the National Electrical Code !
 
The testing takes special equipment spelled out in an NFPA 99 Annex. The equipotential is measured from a ground reference usually a cold wter pipe at a sink in the room or area and has to be less than .1 ohm. We used a Bio Tek (bought by Fluke) analyzer but many times we would contract a testing company included in our quote, SQ D field services can do it.
