Equipotential Plane

547.2 states "An area where wire mesh or other
conductive elements are embedded in or placed under concrete".

I understand this mean that whatever is used in the slab, mesh or rebar, would satisfy this.

Is this correct?

From my very old electronics dictionary:

Equipotential Surface
A surface or plane passing through all points having the same potential in a field of flow.

Equipotential Line
An imaginary line in space having the same potential at all points.
