Estimating budget % based on size of job for resi

Hello I am wondering if anyone can share how much of a project goes to the estimator / bidders budget?
The Estimator is a retired electrician and good at CAD / take off etc, he makes shop drawings.
He has specialized software for electrical estimating.

Some of you are owner operators I am interested in how many hours you spend estimating these types of jobs?
And not just time at the estimate, all time preparing the bid, answering questions, email, phone, up to the point the contract is signed and the job is secured or lost.
We have one estimator full time salary 2080 hrs per year, others assist the estimator and when they do they get paid out of the estimators budget.
I am trying to calculate a reasonable budget / work load for upcoming meeting with bean counters.
Consider for these projects its in your normal working area say 1-2 hr max drive from your shop.
Consider jobs under 2500 have 2 other bidders, over 2500 - 100k have 3-4
How much time would you budget for each of the following 8 types of project?

Residential:
New light/receptacle installed where there is not one existing, 120V 15 amps or less type of stuff.
Ballpark is $500 or less

Customer wants service panel change or new circuit for Spa, Pool, RV, Electric Vehicle, Shed/Barn feeder
Ballpark $501 -$2500

Remodel, no plans, ballpark $2500

Kitchen remodel, limited plans, $5000

New detached SFD home under 3000 SQFT, or large remodel,
designer plans but no electrical plans, ballpark is 10k - 15k

Custom home, ballpark is 15-20k

Luxury home, large custom home, estate remodel, has architects plans:
ballpark is 20-40k

Duplex, apartment complex, multifamily, etc has Architects plans / engineering:
Ballpark 40-80k
 
I budget as follows

hr job, 2% total labor hours budgeted to estimating

1000-5000/hr job, 1% total labor hours budgeted to estimating

1/hr minimum on anything.

I came up with these numbers based on my own actual time estimating.

The $500 category we're at 1/2 hr minimum also.
$501 -$2500 were at 4.5%

$2.5 - 5k were at 4.05%

5k -10k 3.65 %

15-20k 2.95%

20-40k 2.66%

40-80k 1.99%
