Estimating Damaged Units

Whats best approach when bidding a fire damaged apartment units. 4 of 12 unit apartment complex were fire damaged. The city doesn't necessarily require all the wiring to be replaced as new only the damaged portions. The fire didnt damage all the units only the adjacent walls. The city is requiring the panels be updated to code. How would you approach a bid for something like this? Its possible inspector finds items not necessarily quoted but has to be updated.

The insurance companies usually have a GC write a scope of work for everything they think needs to be done. Once construction starts if additional work is necessary the GC will submit a supplement to the insurance company.
