Estimating electrical for truck repair shop

Hey everyone. I apologize for the mistakes, I am not native English speaker.
A little bit introduction:I work 7 years in trade, but never priced projects. Just recently moved from NYC to PA (near Philadelphia). We did mostly high end commercial and residential in NYC.

My friend wants to build 6000 sq ft truck repair shop in PA (4800 sq ft shop area, 1200 sq ft office). He asked me to quote electrical work.
It includes:
Installing 320A 3ph service
2pc 200 A electrical panels
15pc high bay lights
13pc outdoor lights
Wiring 10 hp compressor
2 pc 50 A 208 3ph receptacle
Preparing connection for 4 automated garage doors
Wiring waste oil heater
Wiring 2 pc of 40 A heat pump indoor units with 20 A outdoor condensers
15 office lights
35 regular receptacles
15 switches
6 exit signs with emergency lights

All wires in truck repair area will be in EMT.

I priced labor for $ 28 000 and materials about $ 20 000 (with lights). Friend was shocked. I said that he can pay me for time and my rate is 50 $/h and his father can help me with work to finish project faster.

After few days friend sent quote from another contractor $9 700 labor and $18 500 materials (without lights). After I saw quote for labor i was shocked.
Help me to understand where the truth is.
$9 700 is looks even lower than even rock bottom. Even if quality of work will be at just acceptable.
Or maybe I get to use high prices in NYC and it’s time to come back to reality. I can guarantee that my work will be great quality.
How much would you price similar job?
