Estimating home work

Worrking on my LME and I have home work in a unfamilair area. I have a copy of Mikes Electrical estimating but I was hoping for some help on some questions. I have no experince in this area nor will I probably ever, due to my line of work as a LME. Any help would be usefull. Below is one of the questions I have trouble with.

Which of the following does not need to be considered when deciding on the cost
of a job?
A. Site distractions C. Competitors? labor rates
B. Cost of small tools needed D. Parking fees

I was thinking B but not sure.

C

You have no control over anothers bid. You make the best bid you can. If you try to underprice the other guy based on his numbers, that isn't going to work, your costs and expenses are not his.

Small tool charges need to be considered on any job, this is part of the take off.

I was thinking B but not sure.

I would always say C, but sometimes B and D. The company I work for does not supply small tools, nor do we pay for parking for employees. But, parking for the company trucks, and the cost of power tools, and other tools must always be taken into account.
