EV-B PGE Level 2 charging program

Is anyone familiar with PGE's ev-b program for car chargers? I understand it involves the install of a separate meter. Do you normally install a typical 100 amp meter main for this?

Sounds almost as bad as lazy PECO/EXELON in Philly maybe 10 years ago. They made you have three meters when you added solar to a home.
