In single family dwelling unit, does NEC 2017 require at least one EV chagrinning circuit or not? If it does then where is it in NEC 2017?
 
No. It requires a 20 amp circuit and a receptacle for each car bay. They are not designated for vehicle charging.
 
You might have a local or state level building code amendment that requires it.

They added something like it to the code in California. You don't have to install the charger, but you have to install all of the conduit and reserve breaker space for it.

Same for solar / green code. There are some rules around when it is required to have provisions for "readiness".

Agreed, in my local area in NY, they adopted what they call the NYStretch Energy Code, which has EV charger requirements
 
Not an NEC issue.

Here in California new construction must have a plethora of “electric ready“ infrastructure, including space and wiring for electric cooktop, water heater, heat pump, EV charging, and ESS.

Its Energy Code and Green Building Code, not Electric Code. 😡😡

It is not State-wide. It is jurisdiction by jurisdiction
