I have a scenario where I have design an EV charging circuit to a disconnect on the wall in a Cadillac dealership. The owner dose not want the disconnect on decorative wall in the vehicle charging area. I had hoped I could provide a lockable breaker at the distribution panel elsewhere but, if I understand NEC 625.43 this disconnect shall be readily accessible location. Does this imply the accessible location must be at the vehicle charging unit?

This unit does meet the ampere and voltage requires for a disconnect to be provided.
 
No. It merely requires that the disconnect be readily accessible. Read the Article 100 definition of readily accessible if you need more clarity.

Agreed - please review the definition of readily accessible; a permanently installed locking means on the branch circuit breaker feeding the charger should be sufficient
