EV charger from a 480 to 120/240 transformer

For a new EV charger, customer has installed:

50A 2P 480v breaker -> 3 pole no fuse disconnect -> 25KVA 480-120/240 transformer

Plans to go directly to 80 amp 240v EV charger(no transformer secondary disconnect or OCP)

The charger is 240v input(no neutral), but requires grounded neutral at transformer.
Question is, can this be done without secondary OCP per 240.4(F) as a 2-wire connection
even though neutral is grounded?
 
IMO, you have a transformer with a 3 wire secondary regardless of the connected conductors and secondary OCP is required.
and 250.20(B) and 250.30 will apply.
 
Unless you are sure the available 480 V fault current is less than 10kA, I suggest using a fusible disconnect switch on the primary if they want a disconnect there. Maximum short circuit rating for a non-fuses disconnect in the US is generally 10 kA.
