EV Plug Breakaway

The image below is of an EV plug at a charging station where the customer drove away with the plug inserted. There are laws for breakaways on fuel pumps for this very reason. Should there not be a code requirement for a breakaway at a public EV charging station?

The electricity stops when the breakaway happens due to control circuit is broken.

A EV can't be put into drive mode if it senses the plug inserted. Some complain if the charge port is not closed all the way.
So I doubt thats what happened.
Did anyone witness this happen?

I pulled it off a post that claimed it was a driveway, but it sounds like the safety features are already in place. I never underestimate the ability of the public to be stupid

That looks like a Level 3 plug so that wouldn't be at the driveway of a home, almost certainly.
