what demand factor if any can be used to calculate a service for commercial use applications ( apt complex/ office complex) for charging stations only ?
I’m not aware of any demand factors but some charging stations have the ability to limit the amount of power for large groups of chargers. If this applies to your situation then you can use that instead of taking all of the chargers at peak demand. You would have to reach out to the company to discuss though.

customers want to put 6-8 charging stations at each building parking lot, they will be on a separate service from utility transformer
There is no rule of thumb factor like there is with receptacles. If you have X number of EV chargers you have to assume they are all running at maximum load for sizing the service and feeders.
But if there is a power management system that controls all the chargers and limits the maximum demand then the service and feeders can be designed to that maximum demand (NEC 625.42). If you are talking about a lot of EV chargers that will not be used all at the same time then installing a power management system will save overall cost on the service and feeders.
