Is there an exception to Chapter 9 table 1 when it comes to control and instrumentation cables of <50V?

No. Some instrumentation cables are hard to pull, thinking of the beldon with gray jacket. If you look at the max fill, it’s nearly impossible to pull that.

The requirements for conduit fill are all about the mechanical space taken up in the conduit.
