Existing 120/240V Panel board installation

Working on a project to provide power for new 120V equipment from an existing panel board with spare available breakers. Existing panel board is fed from an existing central UPS unit(in the same room as panel board) with a 120V 30 amp single pole breaker and 8# conductors. Existing panel board does not have a main breaker and has a jumper across the main lugs. Is the existing panel board installation code compliant with respect to jumper tying the buses together? The 30amp breaker is limiting connected load to 24 amps(30 x .8) as well. Thanks
 
Only thing would be how they are jumpered. If they have two conductors in one lug, it's likely that the lug is only rated for one. If so, this could be remedied.
 
You would need to check and see if the lugs are rated for two conductors. If not, have your electrician make the proper connection.
