Existing 200 amp meter/combo failed inspection

I'm from Denver,CO area and we had a job in Erie,CO(Erie inspector) and failed inspection because inspector said that I could not come out the very far right top hub of a 200 amp meter/combo panel. This panel has two hubs one for service conductors and one for branch circuit wiring which has its own metal channel isolated from service conductors. Inspector said the panel has an issue with its UL listing???? Anybody ran into this before?
Panel model is RC2040M200CH (Square"D")

Click here for some info, notice that the unit does not meet EUSERC specifications, what ever that means. Does the inspector own stock in Siemens, C-H, GE, or some other manufacturer?

I've used those panels in that fashion. Never had a problem. Not in Erie though.

Ask someone at Graybar if they have ever heard about the UL thing.

Me too. Inspector said that far right hub is for service entrance only????? I have call into square "D". Thanks!
