I have a situation where the current Electrical Panel (150amp) was mounted 1 foot off the floor to the bottom of the box. All circuits are feed from the bottom of that panel. Because of the renovation being done I have to install a new panel. Can I use the old panel as a junction box since all home runs to that panel is feed from the bottom and they would all be about 6 feet to sort to reach the new panel.

Yes you can. I just had a job like that.... I had to move a panel 3' out of a clothes closet.
I didn't even have to arc fault it because I was re feeding less that 6'.
That original panel is a listed enclosure, just screw the door shut.

Welcome to the Forum!

Generally yes it's allowed but the removal of all circuit breakers, and buss
is required! Having said that you need to check w/ your local Code official
so you don't waste your time or money.

You are turning it into a very large junction box, and you'll either re-feed the service
to the new panel by making a split bolt in the original box and going forward.
Or, feed to new panel and carry all or mostly all the house circuits to the original box
and make joints.

IMO You'd get a better more direct answer here if you at least fill in what "State" your in,
in your profile.

Enjoy the Forum.
