I have a job where the existing detached garage circuit was 3 #4 Cu wires run under an old deck in 1" EMT conduit then underground (still in the same conduit) to the garage. I have to re install under the new covered (but open walls) deck. I have to keep it metal conduit to keep the raceway grounded, right ? My only option is rigid, right ? I don't know what the inspector will say about the EMT. Any suggestion is greatly appreciated.

I do not see why you would have to go to rigid.... EMT is permitted to be used exposed, and wet locations, and it doesn't sound like it would be subject to severe physical damage where it is.

You would need weather Tite fittings, and if you're using the Raceway as they ground it needs to be continuous, or have a bonding jumper run through any plastic sections.

I would confirm the continuity of the underground portion. I don't know the age of the installation but if ii is several years old there is a good chance the EMT no longer is intact. May be turned to rust.

The last shed I wired, I used rigid conduit for minimal burial depth, and still ran an EGC conductor.
