Existing Transfer Switch

I have not had a ton of experience looking at transfer switches. I am working on an existing system and trying to determine if the neutrals are switched (4P vs 3P). Looking at the picture it appears to me the neutrals are not and this is a 3P. This one should be easy. Am I correct? Or am I missing something with that neutral bar to the right?

agree.. not switched..
installer must not have had any green conductor on his tuck :D
 
I have a good high resolution monitor, but I can't tell if the three white taped conductor are linked under the plastic face plate.
Can you see that they are?
 
Yeah this install was probably done in 90s. I cant see perfectly either. My assumption was the neutrals were all linked.

Look at the spacing between the line terminals compared to that of the neutral terminals.

Agree the neutral is not switched.

You can clearly see 3 neutral conductors connected to lugs that are side by side mounted on a solid bus bar
