I assume by splicing you mean splicing another ckt or continuing ckt through, as opposed to in the outlet box ? if the fixture is designed and listed for splicing then its ok, otherwise not 410.11
Actually we are not splicing to extend a circuit. We need to terminate these signs but dont know if we need a j-box on the outside of the light or if this connection can be made inside the sign.

Just about every exit, egress, or combo that I've installed used a box. However, I almost always add pigtails so I can mount the housing and make the last connection. Many now come with Wago-type connectors, and they're made up inside the unit.
I'd say that a unit housing must have a KO or other method to terminate a wiring method in order to not need a box behind or above it.
The exit lights I use have a half inch knockout, as well as a whole bunch of hole configurations for mounting on different boxes. If I'm mounting it on a wall, I just use the ko and run MC cable directly into the fixture.
