Expansion fittings for runs with bends

We have a spec that states "install expansion fittings every 300' in conduit runs".

If we have a 400' conduit run but there is a 90 degree bend or an LB in the middle do we still install the fitting?

The part in quotes mentions nothing abut the 300' being only straight so I would say yes they want the fitting in any run over 300'.

We are performing work for NYC government agency. What is the industry standard for expansion fittings for NYC gov?

Why not RFI the RDP and find out the reasoning behind this. I am curious, never seen a spec like that before.
