Experior test

I have heard rumors that IN (Allen/Dekalb CO.)is going to change to a different testing format. Does anyone know about this.

I don't recall anyone on the forum being from Ft. Wayne or the surrounding area. Wayne is from Northern Indiana and may know. If you would like, I can fire off an e-mail to one of the electrical inspectors from Ft. Wayne/Allen County.

This is the response I got from an inspector in Ft. Wayne.

"In regards to your inquiry on Allen County license testing. The Allen County Building Department has used the Experior/Capstar Testing Service (formerly Block) for over twenty-five years. For all construction trades except Sanitary Plumbing, which is licensed by the State of Indiana. In the fall of 2004, the Allen County Building Department added the ICC Testing Service as a second recognized test. Now test applicants can choose which testing service they prefer.

When an applicant comes in for a test, they pay a $25.00 application fee at which time they specify which test they prefer the Experior/Capstar or the ICC test. If they choose the Experior/Capstar they are given the forms which they are to send in to Experior/Capstar along with a $60.00 testing fee. The Experior/Capstar test is given generally, every two months on a Saturday in Fort Wayne. It is proctored by Experior/Capstar. If the applicant receives a passing grade 70% or higher, they are to bring their letter from Experior/Capstar to the office to receive their license. If they choose to take the ICC test, they are given the forms which they are to send to ICC along with a $100.00 testing fee. The ICC will assign them a testing time at one of the local colleges where the applicant will take a test on a computer, proctored by the college. If they pass with a grade of 75% or higher they will receive a letter from ICC to bring back to our office to be issued a license.

In order to be eligible to take the Journeyman Electrical test the applicant must have served a four year apprenticeship. We recognize the following apprenticeship programs: IBEW, ABC, Military, Fort Wayne Community Schools or any other program recognized by the Bureau of Apprenticeship Training. If they are not in one of these programs the Building Department offers an apprentice registration program. Apprentices must be able to document their four years (48 mos) of apprenticeship during which time they must have worked a minimum of 8,000 hours. In order to take the Masters test, the applicant must have held the Journeyman's license for a minimum of four years and have been active in the trade during that four year period.

Our Building Commissioner started requiring in January 2005, that all applicants for testing for Journeyman must be employed by a contractor licensed with the Allen County Building Department in order for us to sponsor them for testing. Those persons outside of Allen County must get their local jurisdiction to sponsor them for testing. This was done because of the difficulty in documenting the applicants qualifications.

For the year 2004, the passing rate for the Experior/Capstar Journeyman Electrician test was 21.5% and the passing rate for the Master Electrician test was 60.8%. As the ICC has only been given for six months, we have no stats as to what the passing rate is. So far we are unable to compare the two tests."
