Explain this if you can?

We turn off feeder to one panel but have the neutral bar and most branch circuit reading 90 volts to equipment ground. We turn branch breakers off in another panel and the 90 volts goes away. Diagrams would be helpful to understand the wiring to get 90 volts on neutral and branches. Both panel are 208/120 3 phase.

If you are reading neutral to ground, I would assume this is fed from a transformer and it does not have the required system bonding jumper.
