Does anyone know the NEC code reference in regards to the violation of having exposed live conductors?

I would use 110.27(A). Even though technically not equipment. Live part or live conductor - intent seems clear. Check 70E.

instead of us trying to guess the question you are actually asking why not tell us what you found and why you think it might be some kind of violation.

what do you mean by "exposed"?

what do you mean by "live"?

by the way, as far as I know the NEC does not require conductors to be "terminated".
