Extend fabric-insulated wires with THHN

There are fabric-insulated wires from cellar to 9th floor (probably 50 years old, around 100A rated).

Is there a NEC issue to extend this feeder with 60ft THHN wires to a new panelboard on the floor?

Does NEC address this type situation in some way?

They're not fabric insulated they're likely tinned cooper and rubber insulated. If the rubber is still in good condition they can be spliced to the THHN.
If they are only 50 years old they are probably some sort of plastic.

Stuff that is some sort of cotton or cotton like outer coating and rubber underneath is likely over at least 70 years old, and probably even over 75 to 80 years old.
