Extending circuit wiring within Panelboard

Hi...we have a client who is replacing several panelboards, in place, with new. To extend some of the existing branch circuit wiring to reach some of the breakers in these new panelboards, the contractor wants to use wire nuts. The client would like us to provide a code reference telling him that this is an acceptable method for wiring within a panelboard cabinet. Can you direct us to where this is discussed in the code?

It is common in panel changes. It is done every day and as stated earlier is perfectly legal. My question is, will the homeowner pay for new circuits to be ran in order to avoid the wire nut joints in the panel? If so, I'm sure the EC would be happy to oblige. :thumbsup:
