Extending ungrounded circuits

Would this scenario be considered extending an ungrounded circuit?: Consider a home built in 1953, a few years before grounded wiring was required to be installed throughout. Customer wants ceiling fans installed in the 3 bedrooms where there is only a ceiling light and wall switch. The ceiling box is removed and replaced with a fan-rated one. The 14/2 wire between the ceiling and the wall switch is replaced with 14/3 to allow operation at the wall for both fan and light. The switch box is upgraded to a 2-gang. Since the incoming original wires contain no EGC, would this installation be legal?

If they needed additional outlets in the bedroom, I would simply wire a new circuit for them the usual way.

I do not believe so if the fan is not grounded, even though I have seen it done many of times. How do you plan on grounding the metal of the new fan? Some areas with local ammendments would allow it if you had gfci protection for it.
 
If memory serves, you can't legally extend ungrounded circuits with no ground. Circuits are required to be grounded now. I don't think there's an exception.

If you can run a new grounded circuit to the room for receptacles, why can't it also feed the switch box? That way the wiring from there to the ceiling will also be grounded.
